Is it possible to set the focus of a page so PageDown always works immediately by default?

I notice more and more that I'll go to a website and hit PageDown and nothing happens. The focus is on some other part of the page so PageDown doesn't work. This used to be a standard. Is there any way of overriding the web designer's choice so PageDown always works?

Normally, the focus is set to the body, but sometimes the cursor goes into a form field where Page Down has no effect. Have you noticed any other situations where the focus is not set to the body?

I notice it all the time these days. Most of the time its on the body of course. It would be good to override the web designer's choice though and have it always on the body.

There is a preference to ignore the autofocus attribute on form fields (in about:config, browser.autofocus). However, if a script is moving the focus to the field, there is no setting to ignore that.
