When I sync my settings between two computers (one Windows 10 and the other Win11) the Managed Exceptions are not sync'd. Is that normal? For example, if I add Amazon.com to my Win 10 computer, sync and then check the Win 11 computer the Amazom.com entry is not in the Windows 11 machine > Settings > Privacy & Security > Manage Exceptions entry.

Cookies and site settings like cookie exceptions aren't part of Sync, so you need to create exceptions yourself on each device (alternatively you can copy permissions.sqlite). You can sync preferences (about:config) that have a services.sync.prefs.sync control pref that is set to true and you can sync extension if the extension support this.
