For those of us who, sadly, live in homes where private browsing enables internet conduct that is not appropriate, can private browsing be disabled? If not, please understand that this private browsing "loophole" is concerning to portions of the user community. It would be great if this was an option that users had control over in their homes. (Maybe somehow by IP address?)

There is no built-in way to disable private browsing. This forum thread may help - How do i block the private browsing option from my children?

That thread shows how to remove the menu items, but you can still access private browsing by using the keyboard shortcut. It also does not stop them from clearing recent history to hide what they have been viewing.

I believe you would be better off using a parental control program such as K9 Web Protection (requires at least OS X 10.4.7).
