I have a reoccurring issue of being on websites, hitting the down key once and the site scrolling all the way down. The problem has happened on more then one website, and happens when only the downkey is pushed and the touchpad and other keys are not being engaged.

Try running Firefox in Diagnose Firefox issues using Troubleshoot Mode. If it works correctly in that configuration, then one of your add-ons is the culprit.
