I am assuming the XP is no longer working and so you are unable to export bookmarks from the XP and import them on the Windows 7.

Short answer, assuming both Firefox versions are recent is to over write the places:sqlite on the current version with the XP version. You may at the same time wish to migrate other profile data.

If there are problems with the places.sqlite database file then restore the bookmarks from a JSON backup in the bookmarkbackups folder.
