Cookie exception list is being ignored

Checked privacy-setting-clear history and neither cookies or site preferences boxes are checked

Tried resetting Firefox and rebuilding the exceptions list, but it is still being ignored.

Sites on the list also show up in the list of cookies on my computer (Mac laptop), but they can't be accessed if "accept cookies" box is not checked.

Solved my problem by creating a new profile, renaming the old one, copying all profile files from a backup version on an external hard drive and then telling Firefox to use the new profile.

Biggest problem was that the support articles didn't tell you how to get to profile files on an external drive. I ended up using a Finder search on one my computer's files (such as prefs.js) so I could get to a backed-up version of the profile.
