Users were running version 38.4, previously. Had them check for multiple version of Shockwave or Flash--no issues there. They are prompted to validate their certificate/user account multiple times when visiting websites (soft cert is showing). Also, their checkbox, from "When a server requests my personal certificate" which allows the user to select/de-select the "Ask me every time" or "Select one automatically" does not allow the user to switch between those two options.

Pkshadow,

Thanks for the reply. This, unfortunately, did not resolve the issue. I am beginning to think that this may be an applied security GPO that's causing the lockdown/restriction of Firefox. Specifically, when looking at the "about:config" settings for Firefox, we're seeing security.default_personal_cert set to "locked" "string" and "Ask every time".

Do you know where the settings for Firefox reside in Windows 7 group policy?

There is security software like Avast, Kaspersky, BitDefender and ESET that intercept secure connections and send their own certificate. Need to update and go to their forums for answers.

Only other thing can think of is that is a big jump of versions. *https://support.mozilla.org/en-US/kb/export-firefox-bookmarks-to-backup-or-transfer As HTML

If they do not need their profile, wipe it out if they have their passwords after bookmarks are saved.

Uninstall Firefox and delete all folders on C:\ for it. Reinstall 52.5.3 ESR. It will continue to get security updates until May 2018, and you can download and install it from this page:

Note : Legacy Extensions will be deleted or removed in any version update after May 2018.

July will be last release I think.... Owners should start making plans for another system or.......
