I just installed Firefox on a new iPad, and I need to sync Firefox on the iPad with the Firefox account on my iPhone, but I no longer have access to the email account that’s linked to Firefox on my phone. Can anyone advise whether, if I create a new Firefox account on the iPad, I still would have the Firefox bookmarks that now are on my phone if, on the phone, I log into the new Firefox account that was created on the iPad? If not, I would greatly appreciate advice on how I can copy and save the Firefox bookmarks now on my phone, and then copy or save them to the new Firefox account on the iPad (and then sync Firefox on the phone to the iPad).

You can create a new Firefox Account, and Sync those bookmarks using the new account on your phone to the iPad.
