Hello dcginc,
The fastest way to go to the Library : Cmd + Shift + B
On Mac, for some reason, you will only see the up and down arrows, without the text ("Import and Backup") next to it (upper left). But when you click on them, you will get the drop down, where you can make your choice.
Note that in the Bookmarks Manager (Library) there is a toolbar with the Back and Forward button and three other buttons (Organize, Views, Import & Backup). If you hover a button then you should see a descriptive tooltip text.
- first button (cogwheel): Organize (Organize your bookmarks)
- second button: Views (Change your view)
- third button (up/down arrow): Import & Backup (Import and backup your bookmarks)

Assuming that you've read everything that was posted here : could it be that you're confusing the toolbar here on this page with the toolbar in the Library?
You can also find "Import from Another Browser" in the File menu.

I got a new program, Win. 10, erlier Win. 7. When changing like this befor I got my bookmarks all inserted automatically because I am running the same account at Firefox, no details are changed, is the same membership. Historically all is saved with Firefox and the bookmarks should easily be retrieved / imported but when looking around I can´find the right button to make it this time.

Open the Bookmarks Manager; Press the Alt or F10 key to bring up the toolbar, and select Bookmarks. Hot key is <Control> (Mac=<Command>) <Shift> B.
Once the window is open, at the top of the page, press the button labeled Import and Backup.
