That's a contradiction, and basically it becomes a waste of time to enter the exceptions. That's what exceptions are -- the rule "exepts" them. It would be nice if Firefox could fix this (unless there is already a work-around for it). FWIW. Thanks.

Only if you use "Delete cookies and site data when Firefox is closed" then you keep cookies with an allow exception.
