Private Browsing was not designed to be removed.

The following extension (1) disables Private Browsing, (2) hides all the PB menu items and disables the PB keyboard controls, (3) disables the clearing of browsing history, and (4) the extension doesn't appear in the Add-ons except when in Firefox Safe Mode. https://addons.mozilla.org/en-US/firefox/addon/disable-private-browsing/

NOTE: This extension can only be disabled when in Firefox Safe Mode.

  • This extension is a simple fix, however, a knowledgeable user will still be able to start Private Browsing by entering Safe Mode and disabling the Add-on.
  • A side effect is that bookmarks can no longer be removed unless in Safe Mode. (You can still move them to a folder that you can name "Remove".) Then you can enter Firefox Safe Mode, and delete the "Remove" folder.
