Chosen solution

Download History and the downloaded file are two separate things. Your files should be safe.

As to your history, the file that holds history and bookmarks is only so large. Once a limit is reached, something has to go.

Places Maintenance {web link} Allows to run Maintenance tasks on the database that drives Places, the bookmarks and history module behind Firefox.

Open the Add-ons Manager. Locate the add-on and press the Options button. Then follow the directions.

Firefox 49+ releases keeps downloads for 60 days.

Downloads and long URLs expire in 60 days.

See the comments in the Firefox source code.

Some visits can be expired more often than others, cause they are less
useful to the user and can pollute awesomebar results:
 1. urls over 255 chars
 2. redirect sources and downloads (visit_type=7)
