Under "Options/Preferences -> Language" you see installed language packs listed. A language pack contains string translations for the user interface. You need to install a dictionary and these appear under the Dictionaries tab in Options/Preferences. Both language packs and dictionaries are listed on this page, so make sure to install the dictionary.
