What is REALLY MISSING is the SCROLL BAR ARROWS at the top of the scroll slider.

You can try to create/modify gtk.css.

I have Fedora 30, and the suggested fix adding .css file did not add the arrow to the scroll bar.

I updated to gtk3.0 on my Fedora 30 and still no arrow on the scroll bar.
