Open link with an anchor point in combination with config 'browser.link.open_newwindow=1' doesn't work anymore

This feature works fine untill Firefox 78.15esr and is broken afterwards. Firefox 91.0 already has this issue an it still exist in the current version Firefox 96.0.

Feature: Our customers want to work with a single Window/Tab, because our Web-Application fequently interacts with an external application. The external opens links with anchor points and these links should be displayed always in the same Window and Tab - and same http session. We applied the configuration browser.link.open_newwindow=1. This worked fine until version 78.15esr

Problem: Now the feature is broken. If our application opens a link for the first time, all went fine. But the second link does not. The second link is displayed in the firefox navigation field but the page is not refreshed. If I press the refresh button manually, the new link is displayed, but not at the correct anchor point.
