I want to STOP tabs from turning inactive

I have so many god damn tabs it’s insane, and they’re all in groups, so say 10 in a row is about the same thing. Problem is, with all of them inactive now, I have to open them all one at a time. Then go back to inactive tabs. Then scroll all the way down. Then open the next one, and so on and so forth. It is incredibly annoying. I want all my tabs to stop turning inactive, regardless of how long it’s been since I opened them. If possible, I’d also like to move all my tabs from inactive to be normal again without clicking one by one in probably half an hour of tedium at least.

Here ya go...

Click on the the three-horizontal-lines icon (aka the "Hamburger" button)
   Click on Settings
   Click on Tabs
   Turn off "Inactive Tabs"
   Rejoice, your tabs are back

I would imagine this does work… but I am on the mobile version, and no such section of the settings exists. “Tabs” is simply not something listed. The closest thing is “New Tab” which just changes what shows when I open a new tab. Perhaps they simply have not brought the ability to disable the inactive tabs to mobile yet.
