I have changed my password onm sync so I presume everything is signed out everywhere but the message persists. Who has unauthorised access to my account and how did they get it? How do I secure my account?

It is not related to your Firefox Account. It refers to local Policy or Autoconfig files that preconfigure Firefox.

Are you on Linux Mint? They have a section in their blog announcement here to address what they've preconfigured: https://blog.linuxmint.com/?p=4244
