Hello. I am not really computer-savvy by any means, so please bear w/ me. But how do you adjust/resize the title bar and all the options underneath? (File, Edit, View, History, Bookmarks, Tools, Help)

I adjusted the screen resolutions for my monitor and now everything is more clear/sharper, but now smaller. I adjusted the size for the icons, fine. Did the same for fonts/text size/zoom, and everything was changed except the options I mentioned beforehand. All the options (File, Edit, View, etc) are still the same size, tiny, and very hard to see. Please help, and I appreciate any replies.
