If my computer fails, there’s no guarantee that MicrosOff backups will restore to a new one. So I want to make separate “copy” backups of useful data. I copy my “Bookmarks” to an MsWeird file regularly, but the password software won’t allow me to do this.

Your passwords are stored in a SQLite database file in your profile folder. Since that folder also stores bookmarks, history, and other useful stuff, you might consider copying that entire folder to another medium as a supplement to your regular backup.
