What do you mean with "execute"?

You can install a locally saved XPI file via File > Open File.

Did you try to install the extension directly from that web page by clicking the "Add to Firefox" button?

It is possible that your anti-virus software is corrupting the downloaded files or otherwise interfering with downloading files.
Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.

Your anti-virus software may have opened and repacked that extension archive file and have caused it to get corrupted.
