I would LOVE the OPTION, to have Firefox REFRESH/RELOAD every page I go to.

I go to a page, it refreshes/reloads the page that I'm going to. I go to another page, it refreshes/reloads the page that I'm going to. I click on the "back" button, it refreshes/reloads the page that I was just at.

Simply put... Firefox "ALWAYS" REFRESHES/RELOADS the page that I'm going to.

You can modify the browser.cache.check_doc_frequency pref and change the value to 1 (always)
