I must have accidentally given youtube permission to always use flash. If youtube uses Shockwave flash the video's will get stuck at 14 sec and then it takes anywhere from 10 sec to 10 min to continue playing the video however if I completely disable Shockwave Flash in the add-ons tab the video will play without any issues
