Firefox changes the underscore character to %5f while downloading any file. E.g a file with the name testing_2018.pdf would be downloaded as testing%5f2018.pdf. Underscore is converted to %5f by default behavior.

Is there anyway I can restore the download functionality in ff? Kindly assist.

That comes from the site not from FF because FF can't properly get the file name that is what it comes out from the download. Those file names are result of problem from the site and you need to contact the site to find out how to download the file without those odd characters.

It's possible that an add-on could be the problem.

Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

Also, try using; Right-click > Save Link As.

I noticed that stackoverflow put this question on hold : https://stackoverflow.com/questions/48299815/underscore-issue-in-firefox

This has been a problem for many years now.
