What would it do?

There is some work behind the scenes to allow users who do not display the search bar to add a website's OpenSearch plugin from the Page Actions (•••) menu or from the One-Off button bat at the bottom of the address bar drop-down. This is moving slowly, so Firefox 60 at the earliest, maybe Firefox 61.
