Would you please take a look at this article, and scroll all the way down to :

"If Firefox will is set to Use custom settings for history and Clear history when Firefox closes is selected, then click the Settings button and make sure that Browsing & Download History is not selected. "

You need to clear the history manually. If you use "Clear history when Firefox closes" then this prevails and you won't be able to restore tabs from the previous session. You would have to use an extension that uses its own storage in this case to restore these tabs.
