I have my FF preferences set to restores previous session when quitting, but when I restart my Mac with windows and tabs open, FF opens back up with no windows and tabs open, and when I click on Restore All Windows, nothing happens.

I assume you leave the windows and tabs open when quitting Firefox. I do that and the windows and tabs are there when I restart Firefox. I have a Linux OS and log in with an empty desktop session.
