I know how to clear site data for certain websites, but I would like to do the opposite - preserve site data and cookies for specific websites and delete everything else. It's not in options, perhaps there is an addon that would help me achieve this? Or how can I export (make backup) for a website that I could restore back after clearing everything?

I believe you can 'whitelist' site in Options on the Privacy & Security page under the heading Cookies and Site Data, the button labelled "Manage Exceptions". I haven't tested that because I have only used it to 'block' certain sites.

Unfortunately this option only is for allowing sites to use cookies and store data or for blocking them from doing so. It does not backup anything from deletion.

Have you tried it? I have read that allowing a site as an exception results in the data being retained instead of deleted.
