Does it still happen in Troubleshoot Mode?

Normally the Tabs bar is pretty distant from the Bookmarks Toolbar, and if the Bookmarks Toolbar is displayed, the Tabs bar also is displayed. So this scenario is a little difficult to understand.

Does this occur in regular views or only in "full screen" views where the toolbar are supposed to roll down on demand?

Have you customized your toolbars using a userChrome.css file?
