That page uses the bgsound tag which doesn't work in browsers other than IE, plus that entire page looks like it was coded in the last century when 97% of the people on the internet where using IE. There's probably other stuff on that page that doesn't work, too - it's not a real web page, it's an "office" document that happens to have html tags.
