Since about FF6 (I'm now on 7), the "Save Password?" popup and the "Save Bookmark" popup have not been appearing.

After logging into a new site, I see the key icon in the location bar, but clicking it does not make the "Save Password" popup appear.

Clicking on the bookmarks button (next to the search bar), then "Bookmark This Page" does save a bookmark (instantly), but without displaying the dialog box (popup) that asks where I'd like to file the bookmark.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).

Bingo. It was the hardware acceleration. Tools --> Options --> Advanced. Uncheck "Use hardware acceleration when available" and it works fine. Thanks!
