After reading an article about Phishing sites, I checked my Firefox security settings and it looked like everything was set properly to warn me about phishing sites and malware attacks. But when I visited Mozilla's test "phishing" and "malware" sites, the both sites said I should have been warned away from those sites and I was not.

That is because the .org versions of the test site still aren't in the Firefox phishing protection database The Nightly and Aurora builds have it, Beta (10) doesn't and Firefox 9 and lower don't have it as well.
