Why do I have to resize the web page for each new page view at a new web site? Couldn't this be universal?

I use a 15.6 inch screen laptop, almost always attached to a 27 inch hdmi monitor. I must have the default web page settings set to the 15.6 inch screen since I have to use control ++ to increase the web page size on every new page I view. How can I make the default size permanent, until I want to change it?
