I have my settings correct, home page is set to msn.com, but when I first start FF the FF start page opens in a tab along with my home page in another tab. How do I disable the FF start page from opening in a tab when I start FF when my home page is already set to msn.com?

I have already disabled all extensions and add-ons and nothing changes. When I start in "safe mode" the issue is not present, but as soon as I start FF normal, both my home page and FF start page opens in separate tabs.
