For instance, is it possible to set it up so that when I go to www.somemadeupwebsite.com/page5/ it will by default go to printer 3 and print at 70% scale in landscape without affecting the printer settings on any other web page? On any other web page it would still use printer 1, at 100% scale and in portrait.

Sorry, there is no feature such as that built into Firefox, and I haven't seen any extensions which come anywhere near doing that.
