I then went to customize tool bar and while I did see the download arrow I clicked restore defaults and the download arrow disappeared from the available icons to drag and drop. Now I'm stuck.

Using Restore Default Set should move the icon back to its original position in the area at the right end of the Navigation Toolbar.

If that isn't the case then try to delete the localstore.rdf file.
