Many add-ons have an about page for their own settings.
Since the about page is composed of numerous elements (XUL layout language, scripting, style sheets), an extension is the most logical way to add it to Firefox. I don't know whether there is any preexisting framework for this project, or whether you have to do it from scratch, which might be more work that it's worth...
