Creating/Merging/Viewing PDFs
A user on here suggested installing PDF Creator since Opera does not have a built-in 'Save as PDF' option that allows an email to be converted to a PDF file.
1. Does PDF Creator only convert non-PDF files to PDF files (and then merge them) or does it also merge existing PDFs without converting them first?
2. I use WPS Writer to view PDFs but does it also allow me to create and/or merge existing PDFs?
3. Does Win 7 have a built-in creator and/or merger and/or viewer?
I am looking for an installable all-on-one creator, merger, and viewer-Does one exist?

PDF Creator works like a printer to capture print output to a file. It can receive and combine multiple printouts. However, printing a PDF to PDF probably would be messier than merging them using a better tool.

Not familiar with this tool.

I assume you mean, other than Adobe Acrobat Standard for $300 (or a monthly subscription).
The makers of PDF Creator also offer a viewer/editor called PDF Architect. I don't use it, but I notice the license page says merging is included in the free version: https://www.pdfforge.org/pdfarchitect/personal

I think that you misunderstood my question so let's try again.
PDF Creator converts 'non-PDF files' to PDF files (and then has the ability to merge them).
1. Can it merge existing PDFs without converting them first or does it have to convert then merge files?
2. Regarding PDF Architect, there is a watermark on each page so that is not a suitable app.

Think of PDFCreator as a printer. You print from an application -- it could be word process, web browser, photo viewer, whatever -- to PDFCreator, it intercepts the print output, and converts it to a PDF. You can send multiple print jobs in a row and ask PDFCreator to combine them into a single PDF (click Merge before you click Save).
This will be easier to understand if you install it and try it.
PDFCreator does not convert existing files, it only works with print output.
