Why can't I save a bookmark to a folder of my choice anymore?

I used to be able to click on Bookmarks on the very top left menu then click "bookmark this page" and I would get a dropdown menu with all my various bookmarks and could save it to whatever folder or subfolder I chose. Now when I click "bookmark this page" it just saves to the library and I get no chance to choose a location. I am using Win 10 64bit and Firefox v65.0.2 I have looked at various answers to similar questions and nothing has helped including a bookmark folder extension that did not help either. Cheers David

Try clicking the bookmark icon a second time.

Hi David, to supplement that first reply, when you click the blue star, there should be an option to "Show editor when saving" (starting in Firefox 63):
