When I start Firefox or open a new window the message "You must log in to this network before you can access the internet." appears at the top with a [Open Network Login Page] button. When click the button a website opens "EMERGENCY - COVID-19 Informer ..." (URL: http://detectportal.firefox.com/success.txt) And asks me to download something. DO I HAVE A VIRUS? HOW DO I GET RID OF IT? This is very annoying!

Is this computer connected to a business network or public network? Is this computer a business-provided or public computer?

If the computer fits into one of the above categories, it could be a message created by the organization that manages the computer. In that case, you will need to contact the organization's IT department or system administrator for assistance.

It's a personal PC connected to a router on a private network via Comcast. I'm running Norton Security. There should no problem with the OS. This connect problem has been going on for a couple of days. What's confusing me is that when I click on it it goes to that weird CORVID-19 page and it has the Firefox URL?
