some browsers like firefox and crome do great on speed tests that are not on the net. but the labtop takes a while to open firefox and crome . ie opens faster. than on a site showing download and upload speed shows internet explorer doing about twice as fast. can we install firefox where it can be accessed just as fast as ie? than maby it will work faster on the net.

Windows has a Task Scheduler. That would allow you to set up a task to start Firefox a minute or two after Windows starts. (I suggest allowing a little time to make sure the network connection is open.) But if you were planning to do something else, having Firefox open itself automatically at that time might consume CPU cycles you would prefer to have to yourself, so there's no perfect solution...
