I can receive but not send messages. All my settings appear correct.

I have checked my outgoing mail settings and everything seems right. Also just went on my ISP online server and mail is up and running just fine there. I can send and receive. It seems to be a problem with Thunderbird but I don't know what. I use verizon and so it is not a problem with logjam. I don't know what else it could be. The error message I get is: "The Message Could not be sent because the connection to outgoing server timed (SMTP) smtp.verizon.net timed out. Try again."

Well I've tried again and no dice. Any suggestions appreciated!

what anti virus are you using?

If you disable email scanning in your anti virus package, do you still get a timeout?
