How do i get the Preview pane toolbar back?

I have a user who has lost the Preview pane toolbar in Thunderbird. If you view the image, you will see the preview pane in one has the toolbar displaying: To From Date 

and the reply to buttons.

This is my thunderbird view.

The user's Thunderbird used to look like this. but then the toolbar disappeared and all you will see now is the email preview. No toolbar

What add-ons does this user have?

What is set at View|Headers?

I get a minimal header too, by choice, but mine is obtained through the Compact Headers add-on - and it leaves one line of text on show. So I don't think this applies to your situation.
