Scrolling from trackpad after a 5-10 second delay typically triggers a slight freeze / stutter

I think the title says it all. It typically occurs after letting the laptop idle, typically when reading a web page.

The expected behaviour would be instead a smooth scroll when using the trackpad.

Notice that this issue does not occur if scrolling from spacebar.

Running Firefox 68.0.2 on Windows 10 18362.295, with SSD, 16Go RAM & decent GPU (1 dedicated Nvidia and one shared Intel GPU) and CPU. The laptop is plugged and uses a normal power plan, with no energy saving option from either Windows or the Intel driver.
