scrolling stops working until I restart windows, I have tried clearing cash and cookies and restart in safe mode but nothing worked

scrolling stops randomly, only note for this issue is I have to hit many buttons in my mouse. when putting firefox in background (i.e. windows explorer in front of firefox) scrolling works. I have tried many mouses suspecting that issue because of the mouse, but all the same. only resolution for this problem is restarting windows, I'm using wireless mouse.

HI Thank you very much I have tried all mentioned resolutions only one worked is "restarting PC", but it will back as mentioned earlier
