-ms-high-contrast is a ie/old edge only feature. the prefers-contrast is an option however the website creator would need to add this to their page.

A possible workaround would be to Change the fonts and colors websites use

Mick is right, we're not going to support -ms-high-contrast. It is not standarized. The High contrast mode will be supported in every browser with a forced-colors feature.

I'm pretty sure that Google Chrome, Opera and new Edge also doesn't understand nor support -ms-high-contrast.
