Every time I check the box for "Ask to save logins and passwords for websites" and select my options, the next time I start Firefox the box is unchecked and it never "asks" like it should. To add further insult, even though the login and password from a previous log in has been saved, the Firefox saved log in does not work. What is happening?

You can't have multiple Password Managers enabled at the same time, so if you have others like RoboForm or Trend Micro Password Manager then the builtin Firefox Lockwise Password Manager will be disabled.

If you have the "Trend Micro Password Manager" installed then uninstall this application via the Windows Control Panel.

Bingo!! Trend Micro Password Manager seems to have been the culprit. I found the configuration selection and unchecked the box, restarted the computer and the automatic login appears to be working on that system. I didn't have to uninstall - just uncheck the password protection box.
