It seems that some of unwanted security software like BrowserSafeguard,Browsersafe, SafeGuard or other software (that sounds suspicious and didn't get installed by you intentionally) are present in your pc. Remove them from system Control Panel and then try to reconnect twitter. Similar like question [Certificate issuer Unknown/SUMO1044431 ]

Before that have you tried to add an exception there in bottom and inspect the certificate in order to find out which issuer information it contains? ? See the Screenshot ?
