In Firefox, I think this usually occurs when the page uses a web font rather than a built-in font on your system. Chrome may do it for its own reasons.

I sometimes go to great lengths to switch the fonts so I can get a text-based PDF, but it's difficult to justify all that work.

One possible alternative is an extension that uses Firefox's built-in (but hidden) "Save as PDF" feature. Here are a couple of extensions to look at:

Do you mean the PDFs created by the extensions were also image files, or they do not do a good job creating the PDF compared with printing to your regular PDF printer driver?
