I will be watching a YouTube video or Twitch stream on one window and i will open a 2nd window and move it to another monitor then the YouTube video on the first window stops loading and buffers untill i go back to that window.

The developers seem to be aware of this issue and it's apparently going to be fixed in Firefox 62. For now, there is a setting that you can change to improve the situation. Just do the following:

  1. Type about:config in the Firefox address bar
  2. Bypass the security warning
  3. Find the network.http.throttle.enable preference
  4. Change the value to false
  5. Restart Firefox

NOTE: If you notice any negative performance impacts from this preference, you can repeat the steps above to change it back to true.
