How can I get Firefox to observe the privacy settings I have selected, namely actually clear my history, cookies, etc. upon closing?
Under tools-options-privacy-history-settings, I have selected clear history, cookies, etc. when I close out of Firefox. However when I come back into Firefox, whether by a restart or just a close F and then reopen F, and open "show cookies," I find a full list of cookies. This means to me that they haven't been cleared.

-> click Firefox button and click Options -> Privacy -> History section -> Firefox will: select "Use Custom Settings for History" -> REMOVE Checkmark from Permanent Private Browsing mode -> place Checkmark on Clear History when Firefox closes -> click Settings... button -> select the options you don't want Firefox to remember -> click OK
-> click OK on Options window -> Close Firefox (click Firefox button and click Exit) -> Restart Firefox
Check and tell if its working.
Do you have an extension like TACO (Abine) that maintains a set of OPT-OUT cookies?

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
- Don't make any changes on the Safe mode start window.
